Rwanda introduces VAT on foreign digital services from April 2026

At the end of April 2026, the Rwanda Revenue Authority confirmed the introduction of Value Added Tax (VAT) on digital services provided by foreign suppliers to Rwandan consumers.

Under the new framework, which took effect immediately despite only recently being passed by parliament, foreign suppliers must register for VAT from their first sale to local consumers, charge VAT at 18%, and remit it to the Rwandan tax authorities.
