EU finance ministers agree to introduce new customs charge on low-value e-commerce imports from April 2026

In November, the Economic and Financial Affairs Council (ECOFIN) agreed to introduce a customs charge on low-value parcels valued below €150. The charge, expected to be around €2 (approximately £1.75) per parcel imported into the EU for delivery to a consumer, will come into effect from April 2026.

This levy is being introduced to raise funds to support fraud detection activities within this sector, as EU member states are concerned about the surge in VAT and customs fraud on small parcel imports.

The move follows Romania’s confirmation that it will introduce the levy from January 2026. Several other EU member states, including France, the Netherlands, Poland, and Germany, are also exploring similar measures to regulate low-value imports and ensure fair taxation.
