European Public Prosecutor’s Office confirms €13bn VAT fraud in the EU

31 March 2025

The European Public Prosecutor’s Office (EPPO) recently released a report revealing that over half of the investigated EU budgetary losses up until December 2024 were down to VAT fraud.

The report confirms that on 31 December 2024 the EPPO had 2,666 active investigations into fraud with an estimated loss of €24.8 billion. Out of this amount it was estimated that €13.15 billion (53%) was directly related to VAT fraud.

The EPPO is responsible for investigating, prosecuting and bringing to judgment crimes against the financial interests of the EU, and this follows the latest European Union VAT Gap report which showed an estimated €89 billion VAT loss for 2022.
