Romania confirms fixed levy on low-value e-commerce imports will apply from 1 January 2026

1 December 2025

The Romanian parliament has adopted a measure that will introduce a fixed charge on certain low-value consignments, valued under €150, entering the country from outside the European Union. The levy, set at 25 Lei per package (approximately £4.25), will apply to e-commerce goods sold to Romanian consumers and will come into effect on 1 January 2026.

This new measure will require courier and postal operators to collect these amounts either from the seller, the parcel sender, or the online marketplace arranging the sale. They will then be required to report and remit these payments to the tax authorities on a monthly basis.

Several other EU member states, including France, the Netherlands, Poland, and Germany, are also exploring similar measures to regulate low-value imports and ensure fair taxation.
