Romania Proposes Fixed Levy on Low-Value E-Commerce Imports Starting November 2025

Romania has proposed the introduction of a fixed charge on certain low-value consignments, valued under €150, entering the country from outside the European Union. The levy, set at 25 Lei per package (approximately £4.25), would apply to e-commerce goods sold to Romanian consumers, if adopted.

Under the proposal, courier and postal operators would be responsible for collecting these amounts either from the seller or the consumer upon delivery.

Several other EU member states, including France, the Netherlands, Poland, and Germany, are also exploring similar measures to regulate low-value imports and ensure fair taxation.
